Second Adult Rebate (part of Council Tax Reduction assessment). You cannot receive Council Tax Reductions and Second Adult Rebate. This rebate is based on the income of the ‘second adult’, low incomes/certain benefits apply. You could be entitled to this rebate, up to 25% of your Council Tax liability. When a person or couple are liable to pay the Council Tax Charge but they have another adult/s in their home, age 18 or over, usually referred to as non-dependents, but not all people count as a second adult. The person liable to pay the charge is the person who makes the application.
