Council Tax discounts are variable and can reduce the amount due to be paid by the person/s liable for the Council Tax charge. Entitlement is based on household numbers/age/and various criteria. A single person is a property may get a Single Person Discount, there are possible discounts relating to students, for long term care, persons in prison, impairment (such as through dementia) with a certain benefit entitlement as well as other types of discount. If all the people resident meets a criterion it may mean exemption.
